By far the largest determinant of what size electric fence charger you need is how well you keep grass trimmed under bottom line - if you're willing to keep the grass trimmed to prevent shorts to ground, any size should be ok (assuming homesteader w 100 ft fence, not TX rancher)https://twitter.com/RyanTAnd/status/1344302958473830403 …
3/ It is my strong bet that even the smallest charger should adequately charge the top wire.. HOWEVER ... if only the top wire is electrified, not sure how that stops coyotes.https://twitter.com/RyanTAnd/status/1344309403651104770 …

Our fence guy said that when the try to climb up the fence when they hit the top wire it’ll shock them. But now that I read into this it seems like they need to be touching the ground to complete the circuit?

electric fences can work either positive-line vs ground (as you hint there) or positive-line-vs-negative line here's a screencap from my homesteading bookpic.twitter.com/bXZXDIZyPO

The correct charge for coyotes is somewhere between 25-50 grains, depending.
