Sure, but state? CA has suffered from oil production declines for decades, made (possibly) worse by their backdoor ban of fracking a year or two ago. Hence the HOLY SHIT, LET'S TAX PEOPLE WHO DON'T LIVE HERE efforts of late.

Hahahahahahaha! California made a huge portion of its tax revenue depend on the 0.1%. The people whose incomes are most volatile, and easiest to shelter from tax authorities. So when the market crashed, revenues tanked.
