1/ Last night, wife gets a phone call. Neighbor two doors down got a delivery intended for us. I drive over, see 6 boxes by his door. I'm unsure of protocol- will he come out? Do I need a mask? Prob not. Ok, cool.

I don't necessarily see that as cruel/contemptuous. Some personality types need outlets. I've got experience with people who vent the same thing over and over, even after you've confirmed you've heard their complaint. It's the act of venting that they need.

Some people have just as much trouble coming up with reasonable small talk topics, but less capacity to just skip it altogether.

This is country small talk. He just wanted a friend and kept giving you openings to chat.

The proper response would have been to commiserate or curse out FedEx. Then you have common ground. Country people like to faux complain as common ground!

I think he just wanted you to say that FedEx was stupid to him. Looking to validate his anger. Although, then you may have gotten stuck listening to a story about the time FedEx messed his order up and he had to call and complain...
-
this is what he wanted - an opening into a 15 minute long conversation about fedex, maybe veering into other tales of bureaucratic incompetence, over which he and MorlockP would bond.

Repetition of previous comments. Yes, it's not particularly cruel/contemptuous to observe human behavior. Correct observation.
