1/ Last night, wife gets a phone call. Neighbor two doors down got a delivery intended for us. I drive over, see 6 boxes by his door. I'm unsure of protocol- will he come out? Do I need a mask? Prob not. Ok, cool.

I don't think that's generic normie. It sounds more like the type of person who thinks tit-for-tat applies to minor inconveniences except the 'tat' demands someone feel like shit rather than proportionality, and was hoping you would reassure him that would be the outcome.
