However a lot of the right to repair issues are around 3rd party repair or modification. In what way is that a harm to the intellectual property of the manufacturer? Historically it was the default. Repair 3rd parties being required to have a contract with manufacturer is new.

there is no law against taking hammer and wrench to a machine you own - the issue is that some vendors have business models where they sell access to manuals, engine code databases, special tools, and so forth I support their freedom to engage in such business models
