Sounds like a good prospect to apply for a variance or deviation, as cannot physically comply with the code. 16' wide is insane for a residential driveway.

Hope the guy gets his variance. Doesn't sound like an unusually narrow driveway or a nonstandard curvature/apron has real negative externalities; variance seems a pure victory for property rights and defeat for neighbourhood busybodies, both elected and volunteer. Win-win.
