The key discriminator for hypersonics is maneuverability making them harder to shoot down once launched. There is no reason a hypersonic couldn’t carry a nuclear payload.

Russia has always had a destabilizing tendency with their road-mobile ICBMs. In contrast the norks ICBM capability is such that its very difficult for them to surprise us. Portable/suitcase bombs (or commercial transport, etc) is another story.
