also, "seed corn" in a literal sense is, yes, as you say. It's often used figuratively to mean things like "the money we need to buy new computers next year", etc. In this case I'm talking about CULTURAL, not FINANCIAL capital.

skills, norms, social structures, dispute resolution mechanisms, tools for promoting people, respect for competence, etc what's the difference between the US Army and a random 500,000 people selected from around the world and handed guns and tanks? cultural capital

That's a bit different from what seemed to be meant from that article you briefly linked to. And the army analogy makes no sense. If you are saying "the elites" are no longer adhering to previous forms of your laundry list above, you might sort of have a point. /1

build the technology of recruiting, measuring, training, promoting, dealing with conflicts. You have to build and teach myths and norms. You have to create songs and traditions and the concept of honor. That's social capital.

and thus what I meant was "there are cultural norms that exist for a reason, and one of these is that the administrative state reports to the elected representative of the people. If you trash that norm you end up with a gov that the populace doesn't even slightly control and >

the result is that either the populace defunds the gov (bc why bother trusting it, if it is not trustworthy) or the government attacks / opresses the people as a predator.

as a side note, in the future I'd request that you say "I don't understand the analogy" instead of "the analogy makes no sense". I try not to say things that make no sense and I think I succeed, so saying that reads as an attack
