The big picture today is that, after a decade, NASA has certified SpaceX's Crew Dragon vehicle for human spaceflight. This has never been done before. So when it comes to certifying Starship, with both NASA and SpaceX having done this already, it should make the process easier.

NASA didn't ran certifications on its vehicles (Apollo, Shuttle) or russian vehicles (Soyuz). They started doing it for the commercial crew program (Dragon, Starliner). Since both NASA and SpaceX have gone through the process already, it should be more smooth for Starship.
