Yes, but he knew that he would pay for them. These people expect a UBI to cover costs while not having a state to collect for it.

My read was his objection to using the state for UBI wasn’t the state per se but that states are prone to corruption. He’s ok with confiscatory redistribution so long as done his way. His solution is to build a UBI society from ground up - literally (and ignorantly).
