3/ I remain blessedly opinion-free on correct covid policy - BUT I AM NOT OPINION-FREE ON META-POLICY. Meta-policy is the realization that trade-offs exist and opinions differ. Meta-policy, like war, never changes.

We can debate whether they should have or not; my point is that it was clear what was happening, and authorities knew what would stop it, but didn't do the thing that would stop it because it was costly.
