That's a bit unfair. OP speaks to God's sovereignty. E.g. he has control over that lightning. Could the Living God strike a particular area with rain/snow/earthquake? Yes. Can He harden the hearts of a single man or a nation? Yes. Creation is not, in fact, just time + chance.

I don't think there's much evidence to say that God directs discrete and natural processes. He has, at times, even allowed Satan direct control over natural processes. I don't think there's a strong argument that He consistently directs "natural" processes.
