broadly speaking a slow processor will not be fast enough to do everything that the faster processor does in the same amount of time. Though in theory you probably could emulate a more powerful processor on a crappier machine, if you're willing to take the speed penalty.

There's actually some interesting edge cases, though! For example, emulating older processors with modern CPUs at a far greater speed than the original silicon could ever have handled. In this case I'm thinking specifically of the Vampire accelerator for the Amiga.
