4/ I suggest that under ANY governance regime, the roads will be ... managed. There will be people who have permission to use the roads, and people who do not. There will be requirements for safety of vehicles. There will be requirements for safe operation.

5/ In my Aristillus novels there is one private road provider mentioned in passing, RMR Inc. (a quiet nod to Heinlein's short story "The Roads Must Roll", btw !) In an cap world, not anyone can use RMR roads ... and even paid up subscribers can't weave in and out of traffic.

6/ So in an ancap world, the c̵o̵p̵s̵ RMR security guards are driving along, they see someone blow through a stop sign and cut right in front of them (as happened in this case). I can't imagine that RMR guards don't put on their lights and pull him over.
