2/ Shaniqua gets a car from her brother, and neither one of them really understand titles or deeds or insurance. So she gets pulled over, doesn't have proof of registration (proof of WHAT now?), slapped w a $100 fine which goes unpaid bc how do you even pay a ticket?

4/ I'm dealing w this w my neighbor right now. I WISH he wouldn't build an illegal building, violating the zoning code. I WISH he didn't have 12 non functioning cars, violating the unlicensed junkyard code. I WISH his attack dog hadn't escaped and bit my dog ($500 damage)

5/ I want each of these situations to be resolved. ...but at the same time, I feel kind of sorry for him. Yes, his lack of common sense and bone headed determination to double down at every opportunity helped him make this mess.

This is true. Currently working on getting A business going. The amount of red tape is insane, so much worse than the actual fact of getting actually running t he thing. Just trying to get a permit to add structure to the building is ridiculous

hm it's not just about IQ wrt dealing with bureaucracy. A ton of very smart people are functionally incapable to deal with it correctly.

Yes, conscientiousness is just as important. Am fairly intelligent, but suffer from ADD and generally low conscientiousness. I can theoretically understand bureaucracy well, but find it hard to deal with it in practice.

I get potential clients walking in all the time whose story is basically they missed one payment/court date/notice regarding MINOR matter Y... And now custody of their kids/livelihood/freedom/money is hanging in the balance b/c snowball of consequences.

The system is, in fact, designed to trip you up IF you aren't the type to be organized and conscientious. Some parts of the system will give you decent amounts of slack so people can get away with it for a while... until they trip into a part of the system where there's no slack.
