In fairness, the GOP was fully on board with deinstitutionalization. Shits expensive. (I’ve heard it described as the last truly bipartisan effort until the PATRIOT Act.)

It never ceases to amaze me how easy it is to get them to agree to spend 10x as much for stuff, when those costs are hidden among others. Any sheriff in the country can tell you it’s orders of magnitude more expensive to do it this way.
