I think the desire for peer-review is not about academic journals, but a response to the track record of… erm… excessive distance between reality and presentation and… erm… not totally unfaked results presented as data that plagues certain SiValley entrepreneurship styles. 
hmm I find that there's a lot more distance between claims-of-knowledge and proof-of-knowledge (as demonstrated by anything working) in academia than in the free market I see it as motivated by status claims. Academics hate people who gain status from performance IMO
In the long term, probably. But in the "give me billions before I have to ship a product" phase, it's important to have people who know the difference between a common lab demo and a real advance look at what the humanities-trained "science reporters" are hailing as innovative.
Coming from the government funded side of things, I view "peer review" as a way of avoiding tests against reality.

I remember in the mid 1990s libraries shouting that THEY SHOULD BE CONSULTED about how to search the internet; they had so many good ideas, and people shouldn't go off half cocked without their expertise !!!!1!!
