My impression is that Direct Instruction is incredibly boring for teachers. If so, then I think you have your answer as to why educators rejected it.

Also, there's no mention of the ages of the students studied, but my guess is repitition is the correct teaching method for the grammar level, not so much for dialectic or rhetoric levels.

This seems like much of the army training I’ve witnessed. Not that that’s a bad thing. It works to quickly and effectively train lots of varied individuals up to a baseline level
