I'd argue that this looks like a normative statement ("we SHOULD do X ") but is actually a descriptive statement ("the definition of a nation is X"). 4/ People like to use the phrase "nation state" when they mean "nation" because (a) they are ignorant of the actual definition, (b) like cops who describe "suspect fled at a high rate of speed", they think more words make them sound smarter.

5/ A nation state is a unique thing - it's when the two circles in the Venn diagram of "state" and "nation" happen to coincide. Most states are not nation states. Most states try to convert their various nations into one, because German Forester / transparency / etc.

6/ As usual, a Rectification of Names is a good thing. Formalism lets us say what we mean, and lets us observe what exists. Muddy stupid use of terms without knowing what they mean obscures / makes us all dumber.
