Nope. The article doesn't tell us the solution to infant mortality, Black infant mortality, or disparaties in infant mortality, & doesn't claim to. For that, you need to combine what's in this article with everything else you know. And maybe some things you don't know yet.

Plausible, but the CNN article says there's no effect for white babies, and we should expect one if that was the explanation, and it says black doctors lower the mortality more in more complicated cases, exactly the opposite of your theory.
