A laser pointer is not illegal. Nor is a flare, or a shield, or protective gear. Given the kind of violence police have visited on protesters, it seems entirely compatible with peaceful intent to have all of these things, and more; so I don't see how it creates liability for NLG.

I suppose you could, but it'd not likely be particularly effective if that was your primary goal, seems you'd be better off on either end of the spectrum of force than hanging out in the middle

to which I guess the answer is "let people use the ineffective tools they want, it's not your business" which is valid but I'm still probably drawing some Bayesian inferences about the intentions of a guy going out with those
