At least in Portland, it's been: * Eat mortar fire for an hour * Injuries * "This is now a riot" * Wait 5-10, tear gas * Wait 5-10, roll out and arrest anyone hardcore enough to chill in tear gas. Good system.

I think the sane version of the argument is "they've been arresting people with no justification whatsoever for the idea that said person had done anything." As for whether there's any data either way, fucked if I know.
