I have been told for nearly half a century that waving a symbol (e.g. an American flag) is an act of speech, and negating that symbol (e.g. burning the flag) is likewise speech. How is this different than cities approving public statues; and then people turning around and saying that if groups can erect them with city approval there is no need for city approval to tear them down?
