I can answer the first. A lot of online classes still have live meetings at their usual times (mine did last semester). It would be shitty to take every class with a huge time difference. Some of my classmates on the opposite coast had issues, let alone international students.

A college student isn’t in a particular location merely to receive instruction. They become residents of a community, where they live out their lives, some of which involves receiving instruction. This is true regardless of the student’s citizenship. +

It is no more reasonable to require a student to return to India merely because their school is no longer delivering lectures in person than it would be to require them to return to Kansas. +
