2/ There's a narrow 10' wide right-of-way / easement over another property to connect to my street, but I'm not convinced that that can serve as the legal / official / only access for firetrucks, etc. (based on my partial knowledge of planning department rules). Curious.

113? Access via your road looks fine to me. I would definitely visit the neighbors on both sides to make sure they know that the parcel extends out to the road. Wouldn't want them to build a big building right next to it. Oh, wait, somebody already has. Road already exists, tho.

It's a bit narrow, as you point out. Even to get a material delivery truck in there, you would have to cut down all the trees, some of which might not be on your land. It's a problem.pic.twitter.com/4XK6lZ4h08
