OTOH, when applied to statements which are obvious opinions or preferences, it's a common technique for being more direct without losing meaning, since the fact it's the speaker's view is obvious.

When speaking to someone in good faith, you can trust that statements of truth are taken as statements of belief (colored by experience). Disclaiming your confidence is only useful: "I want to believe X" "I assume X" Or the opposite: "The data show X"
