the "states" (and indeed the "stateless") mentioned can't be states as we know them bc by implication there are some kind of binding rules on the states regarding their citizenship system a real state is sovereign

who is it who's enforcing these quotas, and what do they do if a Bell state is like "you know, we actually aren't interested in this year's batch of new citizens from everywhere-else"

I imagined the quotas as a kind of automated allocation. Phased in a similar way as school years / classes. In advance, thought it’d be some global super-org coordinating.

thus the actual implied world-system is one of a one-world sovereign government with some localist holdover that merely maintains the prior vocabulary of "states" without the substance creates some dissonance dunno if that was intentional; if so,

this is something I aim to investigate in my fiction: in an ancap society there is no "higher power" enforcing fairness ; the peer-to-peer relationships between authorities are enforced only by game theory ...just as there is no Law between states in the real world

One angle I would’ve liked to explore was the opportunity for statecraft. Take China-US or Russia. Free option to raise your citizens in the land of the Enemy. Throws up some interesting possibilities.
