I didn't read that as sinister (though other people seem to), and fully admit I am out of my depth in judging it here, but I heard it more like in a joking way that your dog will be acting friendly toward me because I have a treat.
it's only harm if you have an expectation or a default right to a thing if a beautiful woman tells you that she will not sleep with you, is that harm? no, because you had no expectation that she would harm is defined relative to rights / norms, not versus your best case wish
