before breakfast: watched an Abomb79 video about extracting broken bolts after breakfast: one rear tire on the riding mower has sun rot. Took the wheel off - and sheared off a rusted bolt gah half done drilling it out, but pausing - maybe time fo oxy torch? or welding trick?

8/ Problem in this case (not insurmountable; I'll get it done) is that the two beads are pushed very far in away from the rim, and cranking down ratchet strap pushes beads closer together, not out towards rim

maybe ( i know, you have already thought of this ) heat the tire up in order to allow the rubber to relax back into something like its original shadow?

https://forums.mtbr.com/wheels-tires/word-about-seating-bead-1006102.html … Expanding the tire. With the tire off of the rim insert an inner-tube into it. Inflate the inner-tube until it is pushing the sidewall and bead of the tire outward. Place it in the sun for 20 minutes on each side (more or less time depending on weather).
