To be fair, the answer (and I think it accurate) is that it lets you extract value out of the downtowns that it lets you support. I eyeballed "No seriously, where do freeways stop" once and got Cleveland.

Also, urban planning makes a lot more sense when you look at it as: Start: Mid-sized city moving at 70MPH on freeways End: VERY LARGE city moving 12MPH on subways coming every 8-10 minutes How do you make End and Middle work?

Eh, at the margins there are always quirky groups or individuals who will create something unproductive for fun or as art or out of principle or just irrationally. But it takes gov't to do this at meaningful scale.
