Huuuuuuge power differential there. Openly published criticism of tyrannical govts tends to lead to being imprisoned, disappeared, or hanged. Anonymous criticism of private citizens is on a totally different scale. (Note, not sure who's being criticized here)

Private citizens can imprison, disappear, or hang others as well. Note that public or private, citizen or alien, people are people and all can be perpetrators of horrors upon others for perceived wrongs (or rights). 1/
