2/ So, I bought these barrels off of a guy on Cragislist, bought maybe 6 at once so negotiated free delivery, and he showed up and was a talker, so we chatted for a bit. I asked "where do the barrels come from?"

3/ He was friends with a guy who owned a local restaurant supply company, or a chain of Greek restaurants, or something. That guy purchased barrels by the 50 gallon drum load USG charges a tariff on imports of olives HOWEVER, USG does not charge a tariff on recyclable barrels

4/ so rather than fill in the import/export paperwork was > $1,000 olives in disposable barrel it was filled in as > $600 olives in return-to-manufacturer barrel ($400 barrel deposit) and then the tariff was 20% x $600 instead of 20% x $1,000

5/ needless to say, as Greeks were involved in this story, the paperwork was a lie no one was going to ship dirty, empty 50 gallon drums back to Greece. They were instead resold via Craigslist to farmers who want to store pig feed.
