In SF I don't think anyone is sitting down at a restaurant but almost all stores and restaurants are open for shopping and pickup.

yeah i think a lot of people just assume no business is going on because they're home but I don't really have a lot of trust in local authorities on a state level to enforce quarantine

I think the actual order allows for businesses to be open if they follow certain rules on handling food, lines outside for capacity regulation, with distances required, etc

Every state (and/or county or municipality) has its own rules about what is and isn't open and what you can and can't do. It's far from uniform. However, if a rule says (for example) "be closed" and a business stays open, then yeah, the cops will shut it down.

That also varies on a lot of things... how much time the cops have on their hands, how many people are willing to snitch etc. My local vape shop is still open for instance.

Just openly defying. I mean, I haven't actually read the full text of the legal order, but I'd be REALLY surprised if vape shops were considered "essential businesses"

you should find the text of the order and read it, you might be very surprised as to what's in it I've read mine (several rounds worth - county, then state, then city, then state again) and I've been surprised
