not sure what you mean by "manual dependency management" - all my libraries are managed by Gem

right and that's what I do - "package manager and are pulled from an ecosystem filled with lots of foreign code." so I think we had a communication confusion re the first tweet? flaky test suite = some tests run differently in my CI environment bc of random order, etc
