Would this scale with method of travel? An airplane has a better chance of rapidly depositing disease over a huge area without getting noticed than a car or a freight liner and all

Interesting idea. I do 10-15 international trips a year for business, mostly Canada, India, and South Africa. Assuming a tax on airfare, it wouldn't even be noticed for India or SA ($4-7k typ) but would double the cost for Canada.
