My thought is that regulation ("we all deserve the BEST crash protection" / "we all need the BEST water conserving dish washers") has removed the respectable-but-affordable bottom tier from the market, so now folks on limited budgets either (a) overspend, or (b) get used crap

related to the argument that progressive regulation to help the poor ("no one deserves to live in a single occupancy bedroom with a shared cold-water bathroom") led to outlawing those $10/night accomodations, so now poor either have to pay for relative luxury or go homeless
