      How many European nations have, within the last few centuries, been manufactured arbitrarily and from whole cloth by another country or group of countries? Outside of East/West Germany, very few examples spring to mind.

          It's one of those irregular verb clauses: *I* establish borders based on a gradual, incremental process. *You* construct an empire out of absorbed regions. *He* creates states arbitrarily and out of whole cloth.
