Tax law used to be very favorable to creating write-offs well in excess of the money lost. After much of this was killed in the US tax code it sprang up again in Germany, which lead to a lot of German investment in awful US productions.

Living near the TMZ, I don't work in the industry but often work peripherally to it. (IT for location shoots is one thing we do.) I've heard some pretty wild stories about creative accounting.

A favorite was the $7 million specialty production facility built and charged entirely to a specific production in the 90s. Then the entire cost was charged to another production, and so on. Something like six productions could claim the entire cost, leaving unexplained $35 mil.
