I googled a couple of variations on "USAA services for non-members" and USAA apparently doesn't have pages targeted to that kind of query, which would be very weird if they want to maximize customers

I have no evidence but my suspicion is that their demographics are not significantly different from any other insurance company. My one piece of evidence is that service folks (let alone their extended families) aren't as smart or conscientious as we are often told.
