I never saw people in the culture owning capital...merely asking The Minds for things?
Oh, I kind of considered The Minds to be more citizen capital-owner than government. But to that end, everything is arbitrarily asked for, so production flows with demand rather than being a planned economy. It's too hard to box post-scarcity with 20th century terms, I think.
