If some billionaire wanted to build a new dense, walkable city (even if it's a ghost city to start with) could they legally do it? Most zoning and setback laws are city ordinances, not state laws, right?

Like if you bought 30 square miles of land on a river and/or highway somewhere and were the sole owner instead of having to deal with mayors, city alders, homeowners, etc. what might stop you?

If a nearby city doesn't like what you do, they can just take over your land and you can't stop them. https://en.wikipedia.org/wiki/Municipal_annexation_in_the_United_States … The city doesn't even need to be nearby - they can annex a 10 ft wide strip of land as long as necessary to reach you.

Boston and NY and LA all did a TON of this look at the shape of Boston - it's a Pac-Man, because only one small city (Brookline) had the political clout to fight back
