this is totalizing behavior - it's not good enough that the grandmother can do it on her front porch, in her living room, in the car, at the Chuck E Cheese, at the playground, at Disney World, - she has to be able to do it EVERYWHERE. Every family casual dining restaurant.

so, yes, if I want to drop $100 on an expensive sushi dinner, my wife and I can avoid the loud / rude grandmother, but no $25 per person place should embrace a norm where sometimes kids make noise, but adults do not encourage it or make even louder noise
