Many people are looking for meals, airplane rides, and social situations free of the inconveniences that go along with the presence of children, even if technically they don’t object to the children per se. But it’s a package deal.

"Behaving like an adult" includes playing with children, especially grandmothers with babies. And yes that can get noisy; I don't mind. Most parents don't mind. And I greatly prefer social norms where that's okay. Those who do mind can go to restaurants with different norms.

this started with someone who was at a restaurant that does not normally have grandmothers making noise, but does this time so he felt that he had gone to the right restaurant but you're telling him that he's wrong your principle seems to be "if there's noise, that's the norm"

I've been to Chilis probably 300 times, and the noise level was reasonable 95% of the time. I find it amazing that you're defending one particular norms violating person, on the principle that everything should be a race to the bottom and converge to shit, except fine dining
