False negative statements about people hurt not just them, but society via misallocations. Which is why we let sue for defamation. you know the answer, I'm sure: public choice theory the harm from false negative statements is concentrated, and thus there is a political block to ban it the harm from false positive statements is allocated diffusely

Huh? A wide range of people can be defamed, and would be without our current laws. And a wide range of people are offended by the fact that others gain from false praise.

there are massive coordination costs for those 20,000 to work together. thus we expect far more MOBILIZED outrage in the first case than in the second case
