Nothing springs to my mind from the top of my head, but some of it is just geography. So Mexico is really a disconnected empire ruled from the DF. Ponder this: the highway from the Mexican mainland to the Baja Peninsula is relatively recent.

The simplest explanation is that cartels are ruthless. They identify a soldier fighting back, they go find the family and torture them to death. Soldiers cover with masks, they find one and have him rat out (or it will be his family next). +

The only way to fight this is by being equally ruthless, and neither the current government of the population have the stomach for what is needed. Also, the cartels have really good PR, ensuring the population will not have the stomach for a prolonged war.
