Well, they don't give a shit about any moral aspects of it. Everyone acknowledges that. But, yes. If there is any other treatment than surgery that is likely to succeed, a doctor will typically recommend it. Surgery should be avoided if at all possible.

More in the vein of your metaphor, a doc is going to advise you not to do things that might blow out your knee in the first place and cause you to need treatment. There's a whole field of sports medicine which employs preventative training for athletes as much as possible.
