3/ More specifically, I'm trying to sign a contract with a Russian publisher, and they need a form 6166 from the IRS so that I can avoid double taxation, so I need to submit a form 8022 to the IRS (via fax or snailmail). And of course the IRS charges me $85 for this privilege.

4/ having paid $85 and faxed them the document, the IRS will snail mail me a letter saying "you're an American" on IRS letterhead, which I'll scan and email to the Russians, and then I'll get a check that ... just BARELY covers the aggravation and $85 fee. But minor status brag
