Eh... synchronized morality helps develop an agreement on what trustworthiness is, but I'd argue that it's enforcement (whether state or social) that actually produce trust as a society. Unfortunately to my libertarian leanings.

'Everyone' can know con man are breaking moral laws. To believe that a specific person isn't a con man, though, you need a framework that distinguishes (and hopefully pushes down) the liars and cheats.
