Old concrete clean and solid, or crumbly?
Options include drilling old & epoxying in rebar stubs, cutting "keyways" w diamond blade breaking and removing, and more.

Ok, so I have a stone & concrete(s/c) foundation wall that I'm going to be building up a cordwood wall ontop of. I was thinking of bringing up the S/C another 12-18" and setting rebar into it for extra strength to the cordwood above.

ok, cool * clean the surface of the existing foundation off of any dust, dirt, crumbled concrete. Wire brush by hand, maybe. * I'd buy or rent SDS Max roto hammer with a 1/2" bit, drill holes straight down into it every 4 or 8 feet * get 1' or 2' long rebar, epoxy into holes

2/ maybe lay horizontal rebar from vert to vert, tie on with rebar wire then make forms around the existing foundation (plywood backed by 2x6s ?), and pour concrete (not cement ; technical different - concrete = cement + sand + gravel aggregate)

3/ in standard stick-framing construction, you need to set "J bolts" into the concrete as it sets up, so that you can bolt down the 2x4 or 2x6 base board, to prevent uplift or shifting. Not sure what you'd do for you mode of construction.

Great info! The foundation walls are all curved (as if it wasn't a crazy enough build), so I was going to find some flexible plywood to make curved forms. And thanks! I'll need it.

you can make your own curved / flexible plywood ! Set your circular saw to a depth of about 1/2 or 1/3 of the plwood thickness, and run score lines this lowers the strength of plywood, of course, so you might want to double it up with a second layer, likewise scored

Ah yes, that's right! I watched a vid about making curved archways that way. I have some plywood i can use just for that. (Most of this housebuild is using reclaimed material, or sourced from the forest here, so reusing things when I can is helpful)
