there are plenty of $20 bills lying on the ground if you're willing to break rules and assume a little risk. for example, I left my car overnight in the BART parking lot, which is technically not allowed, but rarely enforced, so... free parking

yay, tragedy of the commons! but I don't feel bad because it is the city's responsibility to design + implement an effective system. if tickets are going to be occasional, they should be expensive as fuck or a huge hassle. small but frequent and unavoidable is better

anyway, setting aside parking specifically, think of the systems you interact with as interfaces. there are lots of ways to interact with interfaces and use them to get what you want. the ~rules~ matter to the extent that material consequences are attached to breaking them

(the implication for designing a system yourself: there are people like me who will wantonly break the rules if they can get away with it and doing so is advantageous. spend some time thinking about effective enforcement, and don't be afraid to tinker!)
